Beware the poet: for, even beyond the sea, he can take revenge on his enemies without leaving his house. Jedaiah ben Abraham of Béziers, circa 1270-1340.

"Hooked nose, frizzy hair, shifty look. Immediate expulsion." That, Madam Minister, is the sum total of the trial and judgment against me on June 8, 1968 at the Beaujon detention center in Paris; after which I found myself in the courtyard of Central Police headquarters, denounced as a dirty Jew by the inspectors—and quietly, on the side: "You’re Jewish?  Ah, that didn’t help you any." After which I was deported to the United States where I was, and remain a citizen, though I had lived in Europe from the age of five.

Had I been expelled from my adopted country for political reasons alone I would have no objections, though the procedure was illegal at the time: political protest would lose its meaning if it did not accept as a given the illegality and injustice of its own targets. But to deprive anyone of their culture, their friends, their career and their social environment for the shape of their nose or the crimp their hair is, as you yourself have said, unacceptable: "racial profiling, social, territorial segregation, cultural marginalization ... "

Please understand that I do not ask for compensation or restitution for an aborted career: an actor at the Théâtre National Populaire, a former student at Lycée Henri IV and a writer at age twenty, I had to start from scratch once in America. Now, after forty-six years, I’m coming back to Europe with a PhD and an international reputation as a writer and critic: I am the one, rather, who’s doing the restitution. Jean-Paul Sartre (whom I had the honor of briefly knowing) says that it’s the anti-Semite who makes the Jew. European anti-Semitism has made of me a European Jew among so many others. I’m taking back what’s mine.

I have also been advised to "file a complaint against persons unknown." But I have no complaints against any one individual, only against the State: my concern is not with that infantile anti-Semitism that the State pursues among the most pathetic victims of racism itself, but with the anti-Semitism of the State: with the instrumentalisation of anti-Semitism and racism by the State itself. It’s time for the State to assume its own responsibilities within the framework of European conventions on Human Rights, and that is why I have turned to you.

I sum, I am requesting neither charity or compensation, nor a citizenship that I have no reason to desire; I am applying for recognition and restitution of my right to reside in Europe, as a European. This is not a question, this was never a question of political rights, but of moral rights. As Julien Benda wrote, Europe will be righteous, or it will not be.

Please accept, Dear Madam, this sincere expression of my confidence and deepest admiration.

Paul Werner, PhD.
